"All Applicants" - Anybody may apply for these jobs.
"Permanent City Employees" - are promotional/transfer opportunities for current permanent City employees only.
"Yakima Police Department" - Police Civil Service employees only.
"Yakima Fire Department" - Fire Civil Service employees only.
