A
long plat is the division of land into nine or more lots,
tracts, or parcels for the purpose of sale, lease, or transfer
of ownership.
A completed application on forms provided by the Department
of Community and Economic Development's Planning Division
is required along with an application fee, written narrative,
and a preliminary plat plan. A surveyor or Engineer
typically prepare the preliminary plat and are required
to prepare the final plat. State Environmental Policy
review (SEPA) is also necessary for all long plat subdivisions.
After
acceptance and notice of complete application a date of public
hearing will be established and notice of application and
hearing will be sent to adjoining property owners within a
500 foot radius. You are encouraged to discuss your application
plans with your neighborhood. Often neighbors will respond
more openly with the applicant on a private basis, outside
of the formal public hearing. While this is not a requirement,
it is very helpful to both the neighborhood and applicant
in answering questions and concerns.
The
Hearing Examiner will conduct the public hearing in the City
Council Chambers on the date scheduled on either the second
or fourth Thursdays beginning at 9:00 a.m.. City of
Yakima hearings are aired on the Yakima public access TV channel
.
You
or your representative must attend the hearing. Representation
by an attorney is not required.
Following
the Hearing Examiners recommendation (approximately ten working
days after the public hearing) the City Council will set a
date for a public meeting to consider the Hearing Examiners
recommendation. The City Council will review the proposed
subdivision and recommendations from the Hearing Examiner.
If the Council determines that the standards of the Subdivision
Ordinance are satisfied, the preliminary plat shall be approved.
Upon
plat approval the improvements for the preliminary plat must
be constructed before the Final Plat can be recorded.
There are allowances for posting a financial security in lieu
of actual construction. Note: Preliminary
plat approval is good for a period of three (3) years with
a possible one year extension.
Upon
completion of all required improvements and conditions of
the preliminary plat approval the final plat is able to be
approved at the final City Council meeting and subsequently
recorded with the the Yakima County Auditor.
