It is unlawful for any person, firm or corporation to engage in the business of buying, selling or collecting junk in the city of Yakima without first obtaining from the city a license so to do, which shall be known as a junk dealer's license. The fee for issuing such license shall be one hundred fifty-three dollars and fifteen cents per year, and no license shall be issued for a period of more or less than one year.
