It is a traffic infraction for any person to drive a vehicle within the city in an inattentive manner. For the purpose of this section, "inattentive manner" means to drive in such a manner so as to fail to maintain a careful lookout in the direction of travel or to otherwise drive without due vigilance for persons or property in or near the path of such vehicle.
