When signs are erected in each block giving notice thereof, no person shall park a vehicle for longer than two consecutive hours between the hours of eight a.m. and six p.m. of any day except Saturdays, Sundays and public holidays on any street within the area bounded on the west by the centerline of 1st Street, on the south by the centerline of Walnut Street, on the east by the centerline of Naches Avenue, and on the north by the centerline of “B” Street; and for the purpose of this section, it is unlawful for any person to move a vehicle from any public parking location on any street within the above described area and to park that vehicle at any other public parking location on any street within that area in such a manner so that the accumulated parking time exceeds two consecutive hours.
