The repeal of Sections 9.46.021, 9.46.022, 9.46.023, 9.46.024, 9.46.025, 9.46.026, 9.46.027 and 9.46.028 does not affect any pending or existing litigation and does not operate as an abatement or bar to any action or proceeding pending under or by virtue of the repealed ordinance or ordinances.
