It is unlawful for any person to tamper with or break, deface or damage any pipeline, valve, water meter or other waterworks appliance or fixture, or to interfere in any manner with the proper operation of any part of the water system of the city of Yakima. It is unlawful for any person, except in case of fire upon the premises, to break or disturb any seal placed by the water division, or to open any fire gate, or to use water through any fire service connection, unless a meter is installed thereon.
