The water division shall install, maintain and keep in repair all city fire hydrants and the water regulating devices in all sewer flush tanks and shall regulate the amount of water to be used by each such flush tank, and no person other than an employee of the water division shall change or interfere in any manner with the adjustment of valves or other water regulating devices attached to any water service pipe supplying water to any sewer flush tank.
