The water division shall maintain and repair all meters when rendered unserviceable through fair wear and tear and shall renew them if necessary, provided, however, that where replacement, repairs or adjustments of any meter is rendered necessary by the act of neglect or carelessness of the owner or occupant of any premises, any expense caused the water division thereby shall be charged against and collected from the water consumer, and water service may be discontinued until the cause is corrected and amount charged collected.
