Where a main is installed in any street, properties on said street or within one-half block on side streets which are served through temporary services, private mains, or mains in alleys or on private property, shall have their service pipes changed to connect with the new main, and the water division shall without charge install a service from the new main to a meter which shall be installed in the street in front of the property and the property owner or water user shall reinstall his service pipe to connect with the meter.
