Any change made in a service installation, at the request of the property owner or water user, or made necessary due to any act of his, after such installation has once been made, whether such change involves a change in size of the pipe or meter, or both, or a change in the location or elevation thereof, shall be made solely at the expense of the applicant who shall pay the entire cost thereof in the same manner as provided in Sections 7.68.035 through 7.68.043.
